Convert All-Remote Marketing Handbook page to Strategy and Operations Workplace page

Darren Murph requested to merge dmurph-master-patch-50555 into master

To mark the formation of the Strategy and Operations (Workplace) team on GitLab's CoST, this merge request updates the outgoing All-Remote Marketing page to reflect the new structure.

It also:

  1. Renames the page
  2. Moves the page from Marketing to Chief of Staff (folder structure)
  3. Clarifies the addition of MECC/management philosophy alongside existing all-remote infrastructure content

Once merged, I'll create a redirect issue to redirect the old URL (https://about.gitlab.com/handbook/marketing/corporate-marketing/all-remote/) to the new URL (https://about.gitlab.com/handbook/ceo/chief-of-staff-team/workplace/)
