Introduce Govern Stage
Why is this change being made?

This MR makes the following changes:
- Removes the current
Protect
stage. - Adds a new
Govern
stage. - Adjusts the DevOps diagram to position Manage as a foundational stage, and Govern as an overarching stage across the DevOps lifecycle.
- Moves the
Manage:Compliance
group over toGovern:Compliance
. - Moves the former
Protect:Container Security:Container Scanning
category over toSecure:Composition Analysis:Container Scanning
. - Moves the former
Protect:Container Security:Security Orchestration
category over toGovern:Security Policies:Security Policy Management
. - Moves the
Secure:Threat Insights
group over toGovern:Threat Insights
. - Creates a new
Dependency Management
category under theGovern:Threat Insights
group.
