Add Dev Evangelism CFP tracking epics to CFP handbook

Why is this change being made?

There was a question in Slack about how we track events that Developer Evangelists participate in. While reviewing the CFP handbook page, I recognized that the CFP epics are not linked in the CFP handbook. This MR adds them.
