Add Michele Bursi as Member into Disaster Recovery WG

Why is this change being made?

Delivery:System is working on capabilities of rebuilding K8s clusters on demand and this effort feed directly into the goal of the WG. In addition to that, Delivery will have work to do to support a Disaster Recovery scenario.

This change has been discussed with @sloyd.
