Replace broken link

Hunter Stewart requested to merge hustewart-master-patch-48304 into master

Why is this change being made?

When I try to click on "GitLab Code of Business Conduct and Ethics" I am taken to this page

What is the change?

I searched "GitLab Code of Business Conduct and Ethics" in the handbook and was able to find https://about.gitlab.com/handbook/legal/gitlab-code-of-business-conduct-and-ethics/ which seems correct, so this change replaces the broken link with that one.
