Recommend UPS solution for Team Members with inconsistent energy supply in the Office Equipment Supply Table
Why is this change being made?
Some regions in which Team Members reside have issues with intermittent power supply, which can actively hamper the team members ability to effectively attend meetings and fulfil their job requirements.
In the interest of our inclusiveness
value, it would be preferable for GitLab to assist Team Members living under these circumstances to perform their work by allowing them to spend GitLab's money like their own
and purchase an effective and good value for money UPS system that would keep their internet and work machines operational during these periods so that their efficiency and results are unhampered.

This MR recommends a UPS solution for team members who live in a region where the energy availability factor is 95% or less over a 2 week period as this presents a significant loss in productivity for the Team Member and Gitlab.
