Move Plan product category page under stage engineering ownership

Why is this change being made?

Moves the Plan product category page into engineering ownership as the Plan Stage engineering page.

• New URL: https://about.gitlab.com/handbook/engineering/development/dev/plan/

This change also removes the existing redirect to this page as it's no longer relevant. See !113148 (comment 1136272822).
