Update list of reimbursable internet items

Why is this change being made?

With the war in Ukraine still ongoing long lasting power outages are increasing and internet connection is becoming more and more unreliable. With no internet or power team members are not able to stay productive. Winter is approaching and it currently doesn't look like the situation will improve any time soon.

This MR proposes to adding hardware equipment as reimbursable item to our expense list. Team members in certain areas won't have the opportunity to take advantage of some of the benefits GitLab is currently providing (such as expensing coworking fees). By adding hardware equipment such as satellite connection terminals to the list of reimbursable items we can support team members in affected areas as much as possible to stay productive.
