Clarify who may make a verbal offer and the process for doing so

Because offers of employment may be extended verbally by hiring managers, the CEO, or recruiters, I've updated the language regarding them in the handbook. These verbal offers will still be followed by written contracts prepared following the instructions currently present on this page.
