Add LinkedIn Groups as social media share tip in Developer Evangelism handbook

Why is this change being made?

I've posted the GitLab CLI announcement blog share also into the DevOps group on LinkedIn, and experienced great results that justify to take this experiment as a documented strategy into the Developer Evangelism social media handbook.

While at it, this MR also updates the social media page with

  • UTM tracking encouragement
  • Introduce a general social media tips section
  • Formatting for content sources
  • Updated newsletters and thought leaders
  • Link the tips handbooks for resizing images and creating GIFs
