Add Web IDE Beta to practical handbook edits
Why is this change being made?
The new Web IDE is in Beta as of 2022-12-19. There are changes to the workflows to edit handbook pages. This MR adds documentation for practical handbook edits by providing a step-by-step tutorial with screenshots for the new workflow.
This will help team members to continue using and testing the new Web IDE.
Note: This MR was created by using the Web IDE Beta itself :-) At the point where this MR was created as draft, to the final review request later.
