Update Prod Ops Key Initiative Statuses

Why is this change being made?

This MR updates the status of Current, Upcoming and Completed prod ops Key Initiatives and adds a new current initiative to tech spike PNPS for SM users in FY24.

This MR also adjusts the ordering of Areas of Focus content to align with the ordering of Key Initiatives content.
