Update CFP event requirements, replace corp-mktg with corp comms/Dev Evangelism teams

Why is this change being made?

The event requirements section in the speaking resources handbook mentions the corporate marketing Slack channel, when event requirements are not met. This MR updates the section to make corporate communications and developer evangelism teams the DRI, and #external-comms the central Slack channel to discuss.
