Removed an abandoned UX PI and added a comment to the yml page

Why is this change being made?

It was discovered that there was an older UX PI that we no longer track or invest in. This MR removes that.

Additionally, this MR adds a comment aimed at helping anyone who needs to update content on the UX PIs page, with instructions on where to find the yml file.
