Adding details to the GitLab Oauth in Forum handbook section.

Why is this change being made?

Following up on https://gitlab.com/gitlab-com/marketing/community-relations/dev-evangelism/meta/-/issues/194 - GitLab oAuth was missing on the forum. Discourse support helped us get the discourse-oauth2-basic plugin installed to fix the issue. I added some details to the Forum settings section in the handbook for future purposes.
