Add GitLab Administration Working Group

Why is this change being made?

GitLab Administration functions have been shared responsibilities and it often triggers inquiries who should work on related issues. To improve the efficiency, this MR establishes a working group (i.e. a virtual team) to be the DRI until a physical team is identified and funded to be a permanent DRI.
