Makeover Data Catalog Page to make it easier for users to contribute and navigate

Why is this change being made?

The current format of the data catalog page is a bit difficult to follow and not clearly organized. This MR is meant to reorganize the page into major motions of Lead to cash, Product Release to adoption, team member, and central data team analytics.
