Update Finance Systems Administrator Page: Change Management, Milestones, Team

Why is this change being made?

The Finance Systems team page is egregiously out of date. This update makes changes to:

  1. The team, since a team member mentioned is no longer with GitLab.
  2. Milestone Planning process, which has been introduced
  3. Change Management policy, which has recently changed
