Add Q4 OKR in Quality and QE handbook page

Vincy Wilson requested to merge vw-q4-okr into master

Why is this change being made?

This MR adds Q4 OKRs to Quality and QE page

Context: As part of removing reference to Ally in our handbook, received feedback that it would be beneficial to provide some context to Q4 OKRs at least on the dept and sub-dept level.
