Manual entry of quarters for reliability

Why is this change being made?

The quarters on the Category Maturity page are displaying incorrectly:

The dynamic generation of these quarters is clunky because of our unconventional fiscal calendar.

This MR creates an array of quarters through FY27 and determines the next four based on today's date.
