Add mc_rocha as backend reviewer

Why is this change being made?

I am trying to follow the guidelines outlined here to become a backend maintainer.

To do that, I need to be included on more MR reviews.

I noticed I was not listed on this page as a potential review, so I want to add myself

Author Checklist

• Provided a concise title for this Merge Request (MR)
• Added a description to this MR explaining the reasons for the proposed change, per say why, not just what
  • Copy/paste the Slack conversation to document it for later, or upload screenshots. Verify that no confidential data is added, and the content is SAFE
