Remove SQL requirements from UXROC role

Why is this change being made?

My understanding is that our current tooling used by UXROC requires less SQL experience than in the past. If the level of SQL skills we require can be learned on the job, we should indicate this as this page is used by applicants and we may deter otherwise qualified candidates.
