Why is this change being made?

Update codeowner and approvals for the current team structure.

This MR fixes the GitLab handle in @esalvadorp 's team yml too, second commit for visibility. The linters complained with

NO_CONTRACTS=true  bundle exec rake lint:codeowners

=> Checking if all entries in .CODEOWNERS are correct
warning Incorrect owner: @esalvadorp. Make sure that this Gitlab account name is correct. It must be present in the data/team_members entry.
