Update community handbook DRIs

Why is this change being made?

The community team DRIs changed, and the handbook workflows and details need to be updated. This MR

  • Updates DRIs for community programs (or removes if there is no current replacement)
  • Updates team tables and mentioned DRIs
  • Remove outdated code contributor collaborations page; it is not linked anywhere.

Added @akarsten1 as reviewer because I made you the DRI for all Community Programs except for OSS which stays with @bbehr
