Update handbook to remove old STD information and move US Leave policies to US LOA page

Why is this change being made?

The US benefits page included information regarding FMLA and outdated information/admin steps for processing STD and FMLA. I've moved the FMLA policy to the US LOA page, and removed the old STD information. Admin steps will be added to GitLab's internal handbook as soon as I'm able to gain access.
