Update jay_mccure.yml to be cli maintainer

Why is this change being made?

To have more maintainers for the GitLab CLI project, particularly in the APAC region.

I have been working on the https://gitlab.com/gitlab-org/cli project quite a lot of the last few months, fixing bugs, adding tests, updating documentation and modifying CI config. It was suggested I become a maintainer from current maintainers so it seems like the right time.

Author Checklist

• Provided a concise title for this Merge Request (MR)
• Added a description to this MR explaining the reasons for the proposed change, per say why, not just what
  • Copy/paste the Slack conversation to document it for later, or upload screenshots. Verify that no confidential data is added, and the content is SAFE
