Add stable counterpart activities to Developer Evangelism handbook

Why is this change being made?

Developer Evangelists engage as stable counterparts with other Divisions. There are many collaborations going on, but there is not much visibility. This MR adds a table to the Stable Counterparts section in the Developer Evangelism handbook, and adds activities (Verify Field Sync, Observability direction, Sec - for product) as the first iteration.
