Remove outdated information from Infrastructure handbook, and update Platforms section

Why is this change being made?

Number of items in the Infrastructure handbook are out of date, or no longer serve a purpose. In addition to removing the outdated information, this MR updates several items in the Platforms section handbook to point to new sources of information.
