Update to CSM Development page

Why is this change being made?

The page CSM Development had several dead, outdated links and not an easy to get structure. I have:

• Introduced a Structure to the Learning Resources
• Replaced Edcast links
• Updated links and their description
• Removed Dead Links
• Added relevant Learning Resources
