Add a step to the bug bounty triage process for nuclei templates

Why is this change being made?

Follow-up to https://gitlab.com/gitlab-com/gl-security/appsec/appsec-team/-/issues/355#note_1287799187

When bugs are found that we can easily scan for we should work with the Red Team and Vuln Management to create a nuclei template we can include in our scanning.
