Add requirement for generating paid SaaS xMAU

Why is this change being made?

There is an additional requirement for replicating database metrics to generate paid SaaS metrics: the ability to attribute the action/event to a plan. This requirement should be included on this handbook page so that stakeholders can understand if/why we can (or cannot) generate paid SaaS PIs.
