adding onboarding best practices page to Scale CSE handbook

Why is this change being made?

Adding handbook page to Scale CSE section outlining Customer Onboarding Best Practices. Also updating the main Scale CSE page to link to the new handbook page. This will give CSEs and CSMs a resource to use to help ensure the customer's confidence in key foundational areas. The checklist/deck was developed in this issue.

Author Checklist
