Swag page updates to clarify process

Why is this change being made?

This MR updates the swag page to clarify:

• we welcome suggestions for items people would like to see in the swag shop (linked a feedback issue on the page)
• DRIs for various parts of the program
• each team must have their own budget for swag
• team members should not order their own swag through their own vendors
