Adding sections for guidance on Recall Approvals, GitLab Admin, Add-on/Renewal Timing

Why is this change being made?

Adding sections for frequently asked Deal Desk questions so that we have SSOT/best practice cleanly documented for Sales' reference. Updates include how to:

• set GitLab Admin when you receive PO submission error
• recall approvals to make further quote edits and then resubmit
• process an add-on ahead of a renewal and key consideration/requirement
