Update 2fA reset verification to include Customers Portal SSO

Why is this change being made?

With SSO access changes to Customers Portal now relying on a GitLab account, Self Managed customers will generally be unable to pass the ownership verification for 2fA reset. Additional verification is required in such cases to allow access to manage the subscription.
