Change Group::Pods to Group::Tenant Scale

We need to update the name of the Pods group after the merge with Organizations. This is because we will have multiple categories, and per our naming conventions cannot have a group with the same name as a category, if it has multiple categories.

The name Tenant Scale has been aligned on as it covers the primary work of the newly combined team:

1. Deliver the Organization construct, which will be the tenant isolation boundary
2. Deliver on Cells (previously known as Pods), which will allow horizontal scaling based on the tenant isolation delivered by Organizations.

Rather than being simply Tenant, we wanted to include Scale to indicate that a primary of mission of this group was to achieve the horizontal scaling of tenants, and not just tenant features by themselves.

• Share MR in #product, #development, and relevant #s_, #g_, and #f_ slack channels
