Update link to HackyStack project

Why is this change being made?

The link to HackyStack project in the handbook here currently goes to gitlab-com/infra-standards/hackystack-laravel which is the old project URL.

Clicking it redirects to the correct project url with an banner that says to update the links that have the old path.

I am doing what the banner said to do and updating the link that still has the old path. 😉
