Removes duplicative sections from Mktg Front Page

Why is this change being made?

This change is being made to remove the following sections from the Marketing Handbook Front page, because they have been moved to the new Marketing Team Processes page.

• Campaign Expenses
• Rapid Response
• Agency & partner list
• Sales & Marketing Localization Roadmap
• Mktg Career Development

I also re-arranged the subsections under `Get to Know the Marketing Team' to be more logically ordered.
