Update handbook about weekly 1-1 cadence

Why is this change being made?

Per a skip-level with @clefelhocz1, we discussed that requiring managers with a larger span of control to have weekly 1:1s may not be realistic.

Updating the guidance in our 1-1 handbook section to align.

Author Checklist
