Updating DPA/SCCs links to go to right versions of the documents

Why is this change being made?

The Privacy Agreements (DPA & SCCs) were linked in two places on the Procurement page. A previous MR captured the links at the bottom of the Procurement page. This MR is to capture the DPA & SCCs links in the middle of the page.
