Why is this change being made?

Per Craig provided document (https://docs.google.com/document/d/12HNryKVqXSbcmn1rayfXDmu3FX2rtzZcSsPC_-oc0zs/edit) with updates for the Procurement page. Including additional language on vendor lifecycle and third party risk mgt.
