Makes questions linkable

Why is this change being made?

Using bold in markdown is visually good, but in the handbook headings are automatically linkable. Moving to H4s will let Support (and others) link to a specific question and answer.

Visually, they're similar.... but there's a new magic trick, each question has an anchor: /pricing/faq-efficient-free-tier/#q-which-users-are-these-changes-applicable-to
