Swap release and configure stages for deploy:environments

Why is this change being made?

This MR removes the Release and Configure handbook links from the Ops page and adds the Deploy stage with the Environments group.

Note that this MR should be merged only after !120922 (merged) is merged.

We are not removing Release and Configure handbook pages for now to be able to reference them in the coming future, they will be removed later on.
