Consolidated Infrastructure-quality handbook

Why is this change being made?

Related to gitlab-com/gl-infra/mstaff#186

With the merge of Infrastructure and Quality, we can look to create an overview of items that are common between the two sub-departments.

This would allow us to make the landing pages for each of the existing handbooks less cluttered and hopefully more useful for the teams.

Author Checklist

• Provided a concise title for this Merge Request (MR)
• Added a description to this MR explaining the reasons for the proposed change, per say why, not just what
  • Copy/paste the Slack conversation to document it for later, or upload screenshots. Verify that no confidential data is added, and the content is SAFE
