Deprecate engineering productivity gearing ratio

Why is this change being made?

I'm proposing we deprecate the Engineering Productivity Engineer Gearing Ratio due to the fact that it's not actionable and isn't (necessarily) aligned with outcomes. Headcount increases and team merges can directly impact this PI, I'd recommend replacing this with a per team average productivity measure.

The value of this metric has more to do with determining the needs of the organisation for support from the engineering productivity team however, the metric also doesn't make clear the impact of changes in the ratio. I suspect that a lower ratio yields lower productivity but that isn't clear from this metric.

I have a plan to produce an average productivity metric based on the SPACE model but this isn't done right now so I'm happy to close this MR while we're developing that metric as well if that's preferable.
