Update how we frame our L&D benefit in the Remote Handbook

Why is this change being made?

As GitLab has grown, there has been more nuance added to the GitLab growth and development benefit than currently described on this page. To avoid confusion for current GitLab team members, this change is being made so that team members are pointed to the growth and development page for details related to eligible L&D expenses.
