Skip adding Premium or Ultimate pills if issue/epic is labeled as Core or Free

Why is this change being made?

Related to this issue: #14561 (closed) and related slack discussions. There is some expectation that if an issue or epic contains GitLab Free and higher tier labels like GitLab Premium then the Premium or Ultimate labels should not be shown. That is, the highest tiers are implied if the feature is in the free tier.

This MR adds a short-circuit in the direction generator to skip adding those pills to rendered page, /upcoming-releases.
