Add guidance for team members

Cynthia "Arty" Ng requested to merge arty-internal-license into master

A lot of team members end up on the ops workflow page and internal request page when looking for how to get a license or plan applied. Figure it's easier to simply include some guidance.

Since this may change and it's not under Support, the wording is purposely more generic with examples to current instructions.
