Update MVP Swag process

Why is this change being made?

As per the comment of @daniel-murphy (!121235 (comment 1313605573)) the process of sending swag to the MVP is not accurate, nor is the Code Contributor Program manager the DRI. The problem here is that the new way of sending SWAG has not yet been documented yet, so while we should merge this MR as it links to the right page, the process is not there yet.
