Fix refinment issue number

Why is this change being made?

This MR fixes the discrepancy of the refinement issue number between handbook (4) and refinement bot (3).

Please adjust https://gitlab.com/gitlab-org/ci-cd/deploy-stage/environments-group/refinement/-/blob/main/templates/default.erb#L8 for the number instead of handbook.
